A proposed Missouri Constitutional Amendment has the potential to dramatically change the funding for Missouri roads and highways--but it will also have other effects on the state's budget. Here is just one point from a summary of the amendment's effect by Missourians for Tax Justice:

Proposed Constitutional Amendment 3 would do away with the current 50/50 split between General Revenue and "transportation" of the moneys collected from the sales tax paid on motor vehicles. General Revenue's half of those sales tax moneys would be transferred to a State Road Bond Fund and could be used only to buy and repay bonds issued by the Highways and Transportation Commission.

Note: Bonds are used for new construction, not maintenance and repairs. Also note that the decision on spending of these new highway funds would be made by an appointed commission. There is no legislative oversight in the spending of these funds.

Supporters of the amendment say that it will increase funding for Missouri highways, but talk little about the amendment's effect on Missouri's overall budget picture.
