Nixa city council debates helmet law

The Nixa, MO, city council continues to discuss a possible law requiring or encouraging helmets for bicycle riders, skaters, and skateboarders under the age of 16, according to a Springfield News-Leader article:
Other aldermen have shown more concern than support for the proposed helmet law.KY3 TV also covered the helmet debate in Nixa.
"I don't want to put an ordinance on the books that not only we don't have the manpower to enforce, but wouldn't be enforceable," said Alderman Brian Hayes.
The draft ordinance now contains no language for punishment but features a reward system.
