MoBikeFed legislative agenda for 2012--what do you think?

Thanks to your support, MoBikeFed has been able to pass no less than 29 of the planks in its legislative platform in the past 16 years (and no less than 27 in the past seven years).

Now we are planning and prioritizing our legislative platform for 2012--and we need your help and advice.

How much--or how little!--do you support the following legislative ideas?  And do you have any ideas for statewide legislation affecting bicycling, walking, and trails that are not listed below?

Comprehensive update/modernization of Missouri state laws dealing with bicycling & walking
Law requiring safe passing of bicyclists, with minimum passing distance of 3 feet
Law making bicycle and pedestrian skills and training a regular part of the public school curriculum
Law creating dedicated state funding for bicycle and pedestrian facilities in Missouri
Law banning texting while driving
Legislation to allow trails and greenway districts in counties across Missouri (similar to St. Louis's Great Rivers Greenway District, which raises $10 million per year for trails and bicycle facilities in the St. Louis area)
