HB 102: To change representation on MoDOT Commission favoring rural areas: Missouri House of Representatives

Increases the membership of the Highways and Transportation Commission to seven commissioners and requires new appointees to be residents of different Department of Transportation districts.

MoBikeFed comment: By requiring representation from every MoDOT District, this would very seriously change the balance of power on the Commission. Just two of seven MoDOT districts (Kansas City and St. Louis) have over half of the population of the state; these districts would be seriously under-represented under this proposal.

Districts that have only very small population--and thus pay just a small proportion of the taxes that fund our transportation system--will be vastly over-represented if this bill passes.

We do need fair and full representation of all parts of Missouri, rural and urban, in MoDOT leadership. But it must be done in a fair, even-handed way and not tilt the playing field unfairly for or against any region of the state
