Importance:
Low cost, ease of implementation, effective wide spread education.
Bikes & pedestrians are part of the legal road traffic that auto drivers encounter everyday. Oddly, drivers have very little concept of how to drive safely and cyclists have very little idea of how to ride safely. Perhaps more importantly, there are no understood standard procedures which can result in road rage.
For example, when there is a four lane road, is is legal and much more safe for cyclists to ride two abreast and driver's sometimes take this as cyclists in "their way." This can result is honking and violent accelerations in order to make a point. Then some cyclists may react with anger since their safely is in jeopardy and their perceived rights infringed. A little education can go a long way with this.
