River Road Railroad Crossing, Hannibal (03HAN1124)

Status:

City: Hannibal.    Route: Hannibal City Street-Bridge Street. or County Road 410    Location: At the toe of the bluff at Riverview Park along the Mississippi River.

Type: Crosswalks, Signs, Bicycle Path as identified in MoDOT Project Development Policy Manual, 4-09.25 and railroad crossing gates.

Description:
Bridge Street or what is commonly refered to as North River Road turns into County Road 410 as it leaves the City Limits on Hannibal's north side. The Road was closed to vehicular traffic around 1988. It remains an active recreation trail because it connects other trail projects and recreation areas as it runs along the river with spectacular views. The Burlington Northern Railroad Tracks run just below and are adjacent to this road. Also here, the Northfolk and Southern Railroad crosses the river via The Wabash bridge and enters a short tunnel before re-appearing south and east on the other side of the bluff. The BN tracks and River Road cross the NS tracks at grade just outside the entrance of the tunnel. A proper AASHTO bicycle safety crossing is needed where the trail crosses the NS tracks. North of the bridge and tunnel the road rises above the parallel BS tracks and the pavement is eroding badly, falling onto the tracks below. Only 1/2 of the origional road way remains for 3/10s of a mile (1,584 feet). This part of the trail needs to be widened +/- 5-6 feet to it's origional width by restoring the retaining wall separating it fro the railroad tracks below. This wall will be 14-16 feet tall at the highest point. Sheet pilings have been used before but a system installed from the tracks with the cooperation of the BS Railroad will need to be used. Estimate is: $35,000.00 for the path; $158,500.00 for the retaing wall; and $18,000 for the crossing gates.

Importance:
It connects other recent trail projects completed along county road 410 and Bridge Street. It is adjacent to Hannibal's Riverview Park. It is a spectacular setting along side the Mississippi River. It continues to be highly used as a recreation trail despite the poor conditions of the trail and the numerous unsafe conditions as it Crosses the tracks. People are already having to walk their bike here so it will not be intrusive to maintain that practice for safety reasons. With this small improvement this trail will become one of the most highly used trails in the state with the combination of locals, day travelers wanting to get to Mark Twains Statue in Riverview Park, and cross state Bicycle tourists riding along the Mississippi River Trail (MRT). It will keep the trail in Missouri for 20 more miles rather than turning into Illinois South of this location at Hannibal. NS Railroad has a saftey/ bridge control office and/or station at this location. All the R.O.W. is controled by the city of Hannibal.

Obstacles:
Working with two Rail Roads (which is why we need the clout of MoDOT to help in this last little connection piece).
