Description:
Hwy 78 (2rd Street) has shoulders all the way through Independence. However they are not quite designed to bicycle lane standards and almost every intersection is difficult. There are drain grates in the shoulders. This project will restripe, widen shoulders to bike lane standards, restripe/redesign intersections, replace problem drain grates, and create a first-class bicycle route all the way through Independence on Hwy 23.

Importance:
Independence has few or no good east/west bicycle routes. This will create on right in the heart of the city. The street already has sufficient width--the bicycle lanes can be created simply by restriping to add a little width as needed, restriping intersections, replace dangerous drain grates, and attending to other small design details. The route connects to good bicycle connections on each end (shoulders available and commonly used by bicyclists already). The route goes past innumerable commercial centers and residential areas in a fully developed urbanized area with no other good, safe bicycle access available or likely to be possible anywhere in this corridor or nearby. Inexpensive cost because roadway width is already available.
