Description:
This heavily traveled road is narrow, drainage ditch, and heavily used by pedestrians who have no alternate route. There is a lot of residential, including many students. It borders I-70 which takes away any safety concerns normally associated with sidepaths.

Importance:
Heavy use by cars and pedestrians, need (big population using it), lack of alternative routes. There are frequent pedestrian fatalities.

Obstacles:
It's a complex situation. Much (all?) of it sits on I-70 right of way administered (owned?) by MoDOT. It's held up by plans for I-70, which are unlikely to happen in finite time.
