Description:
Add shoulder, at least 4 feet wide, to Hwy 94 between St Charles & Marthasville, in areas that don't have shoulders already. About 20 miles total, might need to be broken down into smaller projects.

Importance:
Much of Hwy 94 between St Charles & Marthasville has no shoulders. It has high heavy truck traffic and high traffic to nearby wineries. Adding shoulders to this stretch of highway has been advocated strongly by a local citizens group and would also be very well supported and used by local bicyclists. It would also benefit people who need to walk along the route from area businesses, residents, or just auto drivers who have a breakdown.
