Expansion of KATY Trail Parking Lot in Defiance (06STL1050)

Description:
The DNR already owns enough property to nearly double the size of the overflowing KATY Trail Parking Lot in Defiance. Architectural drawings were created for a possible expansion of this parking lot in conjunction with a Defiance Business Bike/Ped Loop tied into the KATY Trail. This proposal was submitted as "Shovel-Ready" during last year's economic stimulus package. Last year over $1/2MM in funding was received for all of this project EXCEPT the parking lot expansion. Construction of the Bike/Ped Loop begins early spring and is all on ground that MDOT already owns. With drawings, feasability studies and prior consideration already undertaken; it seems all that remains to make this parking lot expansion a "Shovel-Ready" project in 2010 is a partnership with the Missouri DNR and prioritization of this project.

Importance:
No Land Acquisition necessary. Drawings already created and reviewed. Natural addition to funded project. MODOT and DNR both already aware of these efforts. Bike/Ped Loop keeps families off the public highway UNTIL the parking lot becomes full, then cars and people park along dangerous portion of the Hwy.

Obstacles:
MDOT doesn't own this land, DNR does. DNR may try to "Push" cyclists to other trailheads (Matson, Weldon Spring) with no amenities (Food, Entertainment, Bike Shops) where they clearly do not want to start/finish their ride as opposed to providing proper facilities where the people want to be.
