Add shoulders 2 miles east and 2 miles west of Marshfield on Transamerica bicycle route (08NAT0018)

Description:
Add minimum 4 foot shoulders to Hwy 38 two miles east of Marshfield and on Hwy 38 two miles west of Marshfield, for a total of four miles. As this route is on a national bicycle route with regular bicycle use, rumble strips should be omitted, especially on any shoulders less than 4 feet wide. If rumble strips are added to shoulders less than 4 feet wide the shoulder becomes unusable for bicycling. Shoulders even just 1, 2, or 3 feet wide are quite valuable to bicyclists if they do not have a rumble strip.

Importance:
This is one of the areas on the TransAmerica cross-country bicycle trail with higher traffic counts (2500-3500 ADT). This is a two lane road with no shoulders and when traffic counts exceed 2500 or 3000 ADT it becomes very, very uncomfortable for bicyclists and for motorists who have difficulty passing the bicyclists. Further east and west on Hwy 38 the traffic counts drop dramatically and the need for shoulders is greatly decreased. This project puts the shoulders only at the exact point of highest need.

Obstacles:
The road is currently two lane and the existing shoulders are covered with vegetation and have a fairly steep slope. It may be more expensive/difficult to add paved shoulders here than in some areas that already have existing gravel shoulders.
