Improve/widen sidewalk on Hwy E/I-44 interchange, Rolla (09ROL1129)

Description:
The HWY E/University Drive overpass on I-44 is absolutely terrible for cyclists or pedestrians. The lone sidewalk on the bridge is so narrow that it is essentially unsafe for cyclists, especially if pedestrians or other cyclists happen to be on it. I would almost say that it's impossible for two pedestrians to pass each other without rubbing shoulders. So the cyclists are essentially forced to use the traffic lane on the busy overpass/roundabout.

Importance:
High use, near city, very near University with high ped & bike traffic. Extremely narrow sidewalk is impossible for wheelchair users to pass and close to impossible for bicyclists. Simple fix would take a foot or two of roadway & move the concrete sidewalk barrier over a foot or two.
