The Missouri Bicycle and Pedestrian Federation encourages agencies at every level of government to create bicycle, pedestrian, and trails plans. And Safe Routes to Schools plans can complement each of the other types.

Every level of government--from villages to cities to counties to metropolitan planning organizations and regional planning commissions to the state as a whole--benefits from having a well thought out plans that helps them prioritize bicycle, pedestrian, and trails needs, create connectivity and safety, and maximize resources.
Depending on the size and budget of your agency, you may choose to have separate bicycle, pedestrian, and trails plans, or combine some or all of them into a single plan.
Developing plans and inviting public input into setting priorities in a structured way helps develop public support for bicycling and walking in your community and help address problems and concerns that citizens may have.
