A Missouri specialty license plate commemorating bicycling--when will it be ready?

So why has it taken so long, what are we doing now, and when can I buy my new plate?
My dog ate my license plates . . .
The reason it has taken so long is that Missouri's specialty license plate program was challenged in the Missouri Supreme Court, lost the challenge, and so has been in complete turmoil since almost the day we started working on this project.
Last legislative session a new process was created and approved for organizations to apply for the plates.
Now June 30th, 2010, is the first opportunity we have had to apply for the plates--and we're going to do it!
Our plan . . .
Here is the plan:
1. We will submit our application for the specialty plate design AND a check for $5000 to the Missouri Department of Revenue by June 30th.
We could really use your help here--it's not that easy for a small organization like ours to front the $5000 cash needed for the application.
Even just a small donation of $5 or $10 will help us cover this large expense.
2. We'll collect notes of support from citizens between now and November (more info on that later).
3. The application will go to the Joint Committee on Transportation during the 2011 legislative session.
4. We should know if it is approved by May 2011.
5. We will then collect the fees from the first 200 people who want to receive a the special license plate.
6. Once we have that, the Department of Revenue will make the plates.
7. From then on the plates will be available through the regular renewal process.
The results . . .
Plates will cost about $40 for the first year and $25/year after that.
Other states are able to raise $50,000 to $100,000 **per year** from these specialty automobile license plates that feature bicycling.
In Missouri, the money we raise from the specialty plates will be used to fund our efforts to work for better, safer bicycling in Missouri.
So this is a really great investment in better bicycling for Missouri--and your $5, $10, $50 or $100 now will help us bring in $50,000 to $100,000 per year, forever!
