Description:
Our numbered state highways need to all have at least a 3 foot shoulder. Most neighboring states already do this, and the fact that most numbered state highways do not makes Missouri a very unsafe state to ride across.

Importance:
Right of ways are already taken care of, we just need to fund this to make our highways safer.

Obstacles:
Logistics - will need a lot of work to be done, but it should have been done in the first place.
