Description:
At every stoplight, pedestrians and bicyclists are allowed. Some stoplights do not have (dont) walk signals, sometimes with a green light signal too short for pedestrian, require a button some pedestrian cannot use or are broken, some have sensors that don't pickup bicycles. Project to including installing (don't) walk signals, adjusting sensors and timing of existing signals. 1. All applicable light to turn red to allow traffic in intersection to clear. 2. After 2 seconds, walk signal in current direction to activate. 3. After 2 seconds, green light in current direction to activate. Green light to stay on at least long enough for a slow wheelchair or pedestrian (1? mph) can cross or get to safety island. 4. Activate blinking do not walk signal, leaving enough time for a fast pedestrian (4? mph) to cross or to get to safety island. 5. Activate *SOLID* DO NOT WALK signal, leaving enough time for a bicycle (10 mph) to cross the entire road (they usually can't wait in a safety island). (Install sign "Bicycle stop on solid do not walk"). 6. Activate yellow light, leaving enough time for a 20 mph car to get cross the road and approaching traffic to stop. 7. Activate Red Light, wait 2 seconds before starting new direction. 8. Left turns signals should not include pedestrian timings but must include bicycle timing. 9. Buried sensor must pick up a 12 * 18 inch aluminum sign (bicycle substitute) or light must cycle through every time. 10. Sensor triggered light must activate every 2nd or 3rd timing cycle even if no vehicle or button press is detected. (Had some camera triggered stoplights disabled by thick fog).

Importance:
A good portion of signals do not pick up bicycles. Many signal do not have walk signals. A bicyclist entering late on a green signal can still be in the intersection and be hit by cross traffic that does not see the bicyclist still crossing the intersection.

Obstacles:
Cost of don't walk signals, adjusting signals, installing "Bicyclists stop for do not walk signal".
