Hannibal "Ring" Connection Bike Path Route (03HAN1119)

Description:
The proposed Bike/Pedestrian Path is a part of the City of Hannibal's Bicycle/Pedestrian Master Plan Route. The proposed path connects a previously developed segment of the trail along Veterans Road which was signed and had it's sholders painted as a designated Bike/Ped route in 2009. The proposed path starts at the corner of Veterans Road and Route "W" at Veteran's Elementary School. The School District Baseball and Soccer complex is at this school. It heads east to the intersection of Highways 61 & 168. The path would then travel north along Hwy 168 and end at the intersection of "North River Road". The completion of this path woud then link to the previously established route back south to Riverview Park" and then to Downtown Hannibal. The proposed bike path is three (3) miles long. It would need A.D.A. compliant saftey crossing signals at Hwy. 61. On the north and east side of Hwy 61 is Hannibal-LaGrange College and the Hannibal School District Middle and Senior High School. Across Hwy 61 to the south and west is a heavy retail / commercial hub. Currently, neither Route "W" nor Hwy 168 has a shoulder, which is a concern in an increasingly populated area. There is ample Right-of-Way for a separated bike/ped path. Estimate is for 15,840 l.f. of ashpalt trail @ $22.00/l.f. plus misc improvements at the Hwy 61 intersection.

Importance:
This project would complete an additional 30% of the Hannibal Bike/Ped Master Plan "Ring" Route. 45% is already completed. It is all along MoDOT Routes and within their R.O.W. It would safely separate bike/ped traffic from heavy motorized traffic. In addition to the general public, it safely connects 3,500 Hannibal School children and 1,500 HLG College students to commercial and recreation facilities, such as the Veterans Complex, the sports facilities at the High School Campus, and the College, in addition to the Hannibal YMCA, and numerous Hannibal Parks and Recreation facilities. The city of Hannibal Parks and Recreation Department routinly budgets for Bike/Ped Projects for a local match (at this time, none has been committed for this proposed path). This proposal is developed with the concensus of the Friends of Hannibal's Parks and Trails, a Missouri Nonprofit, The City of Hannibal Department of Public Works and the Parks and Recreation Department.
