Description:
Add minimum 4 foot shoulders to Hwy 17 between Houston and Yukon (8.6 miles). As this route is on a national bicycle route with regular bicycle use, rumble strips should be omitted, especially on any shoulders less than 4 feet wide. If rumble strips are added to shoulders less than 4 feet wide the shoulder becomes unusable for bicycling. Shoulders even just 1, 2, or 3 feet wide are quite valuable to bicyclists if they do not have a rumble strip.

Importance:
This is one of the areas on the TransAmerica cross-country bicycle trail with higher traffic counts (1500-2000 ADT). This is a two lane road with no shoulders and when traffic counts exceed 1500 ADT it becomes uncomfortable for bicyclists and for motorists who have difficulty passing the bicyclists. Further east of Yukon the traffic counts drop dramatically and the need for shoulders is greatly decreased. This project puts the shoulders only at the exact point of highest need.

Obstacles:
The road is currently two lane and the existing shoulders are covered with vegetation and have a fairly steep slope. It may be more expensive/difficult to add paved shoulders here than in some areas that already have existing gravel shoulders.
