Adding shoulders (3 to 5 foot wide) on Highway F from intersection of highway OO to intersection of F in Coffman

Importance:
This route heavily traveled by cyclists as they ride the Trans America trail across MO. This route leads to several local wineries and better conditions for bicyclists would encourage them riding their bicycles to the tourist attractions. Adding shoulders would protect the edges of the current roadway from damage by motor vehicles.
