Travelling Speed and the Risk of Crash Involvement -- speeding is as much a risk of causing accidents as drunk driving; enforcing speed limits in urban areas strictly would dramatically reduce accident rates; 30mph speed limit is dramatically safer than 35-40mph speed limits
