On Wednesday, the Missouri Highways and Transportation Commission approved a MoDOT plan — called the Missouri 325 System [PDF]— demonstrating its limited abilities to pay for full maintenance of the 34,000 miles of roads and bridges the department maintains. In a release, the commission's chair Stephen Miller said the state now faces "a future of watching our roads and bridges deteriorate" if current funding conditions are unchanged before 2017.

Nichols said he thinks an additional $160 million in state funds annually would allow MoDOT to match federal highway spending, take care of the entire system of roads and bridges and reintroduce its local cost-sharing program with cities and counties around the state.

"It doesn't fix all of our problems," Nichols said. "It's not enough money to rebuild (Interstate) 70, but it really keeps us moving forward and it takes a lot of these most urgent, current issues off the table."
