The Indiana Department of Transportation and Kokomo Mayor Greg Goodnight have reached a tentative agreement to transfer 5.8 miles of State Road 22 to the city in exchange for cash and federal funding totaling more than $4 million.

“State Road 22 travels through the heart of Kokomo,” said Mayor Goodnight. “We believe this transfer is good for both INDOT and the City.”

MoBikeFed comment: This was a good solution for State Road 22 in Kokomo. How about for the 26,000 miles of state roads in Missouri that, according to MoDOT's Missouri 325 plan, currently have no funding for regular maintenance and upkeep.

Would turning over some of these roads to local control be a good idea? Would local control over design, use, and maintenance lead to a better, more responsive transportation system?
