Todd Cowan — an Army veteran and an accountant at Truman Memorial Veterans’ Hospital — has been unable to drive for nearly 30 years.

In 1988, Todd developed a disease that left him legally blind. For nearly 30 years, his wife drove him wherever he needed to go.

Though Todd cannot drive a car, he can safely ride a bike, and about seven years ago, he took up biking.
