A Missouri legislator says he wanted to start a conversation when he introduced a bill that would require all bicyclists on “county lettered roads” to carry a safety flag attached to the bicycle and suspended by a 15-foot pole.

And start a conversation he did. Now Rep. Jay Houghton, R-Martinsburg, says that yes, the bill was “over the top.” That’s what he has told members of the Missouri Bicycle and Pedestrian Federation. Houghton says he was looking to make rural roads safer when he introduced the ridiculous bill.

We expect he knew that when he filed the bill, but what we wonder is why some legislators waste time like this when there is so much work that needs to be done.
