Pineville, MO, adopts Complete Streets Policy; Becomes Missouri's 30th Complete Streets community
Pineville, Missouri, a community of 777 in far southwestern Missouri, has adopted a citywide Complete Streets Policy, becoming the 30th community in Missouri to adopt a Complete Streets Policy.
The new policy in Pineville adds another small, rural Missouri community to the list of Complete Streets cities in the state--a welcome development. Nearby Anderson, MO, and McDonald County, MO (containing both Pineville and Anderson) have been looking at Complete Streets and other sustainability policies, partly to make the region more attractive to residents and tourists.
Warsaw, a rural community of 2100, adopted one of Missouri's most thoroughgoing Complete Streets policies earlier this year.
We would like to see many more communities across Missouri adopt Complete Streets policies, to improve the livability and economic viability of these communities.
In a 2014 Monett Times article, at a time when Pineville was first exploring the idea of a Complete Streets Policy, Pineville Mayor Jim Orr gave some of the reasons the community wanted to explore a Complete Streets policy:
Mayor Jim Orr observed Monett has no requirement to build sidewalks. Most people tend to think sidewalks are part of the road itself.
Johnson proposed establishing a policy for future streets relying on the livable streets model, or for those where existing streets undergo major renovation, such as an expansion to four lanes.
"What Missouri has never done is to say, 'In X years, all missing sidewalks have to be built," Johnson said. "There are probably tens of millions of dollars of sidewalk missing in Monett.
"Policy dictates you can have lots of roads without sidewalks. That was a mistake. So PedNet heavily encourages building forward."
We understand that Anderson will be considering adoption of its own Complete Streets policy in the near future.

Working for Complete Streets policies in Missouri has been a major area of emphasis in MoBikeFed's Vision for Bicycling and Walking in Missouri. Since 2001, Missouri has gone from zero to 30 Complete Streets policies--amazing progress in a very short period of time.
