"Specific appropriation for Tour of Missouri" language in Appropriations Bill markup
At the Tour of Missouri Press Conference today, a question arose as to whether the $1 million appropriation for the Tour of Missouri--which was debated extensively on the floor of the House and also discussed in the Senate Appropriations Committee--really exists as part of the legislative record.
Well, it does.

That document is the one used by Senate Appropriations Committee Members and Staff during the Appropriations hearings. The document includes under the heading "Core Adjustments" a summary of the Department's Actions, the Governor's Actions, and the House Actions. (There is a space for the Senate and Conference Committee Actions, which had not happened yet at this hearing, which was held April 6th, 2010.)
Under "House Actions" you can very clearly see the words "$1,000,000 OTH E&E Governor's Reallocation Reversed back to specific appropriation for Tour of Missouri".
This is the action the House took, and which was the subject of five attempts to amend on the House floor, all of which failed.
This "specific appropriation for Tour of Missouri" was maintained by the Senate Appropriations Committee after discussion, by the full Senate, by the Conference Committee, and remains in the final version as passed by the full House and Senate.
