Charges have been filed and a suspect arrested in the death of Phillip M. Noel, a man in a wheelchair who was killed May 14 . . .

Ramello C. Robinson was arrested last weekend and faces one count of leaving the scene of an accident causing physical injury, a Class E felony. . . .

Noel suffered severe injuries when his motorized wheelchair was struck in a crosswalk by a white Saturn Aura. He later died at the hospital.
