Filling out Form 1716 for the Missouri Specialty Bicycle License Plate

RENEWING YOUR BICYCLE MISSOURI LICENSE PLATE

Renewing your Bicycle Missouri license plate is simple:

  1. Complete the online payment form.  
  2. Download and print the Emblem Use Certificate (instructions in the email message you'll receive when your order is complete).
  3. Include the Emblem Use Certificate with your other license registration materials when you renew your vehicle registration.

APPLYING FOR A NEW BICYCLE MISSOURI LICENSE PLATE

Here are the steps to apply for a NEW  Missouri Bicycle License Plate for your automobile, truck, or motorcycle:

    1. Complete the online payment form.   Download and print the Emblem Use Certificate (instructions in the email message you'll receive when your order is complete) or wait to receive a copy of your Emblem Use Certificate in the mail in a few weeks.
    2. Complete the specialty license plate form (Form 1716)
      • IMPORTANT! Be sure to fill out your personalized letter/number choices in Step 3! Read the instructions on Form 1716 carefully--generally six characters (including, optionally, a space, dash, or apostrophe) is the max, but for motorcycle plates and plates displaying the wheelchair symbol, the number of characters is reduced.
    3. Send the Emblem Use Certificate and your completed Form 1716, along with the a check or money order payable to "Missouri Department of Revenue" for your $15 per year personalized plate fee to Missouri Department Of Revenue, Motor Vehicle Bureau, Personalized License Plate Section, PO Box 569, Jefferson City MO 65105-0569.
    4. Your plates will typically arrive in 4-6 weeks.

    Instructions for filling out and submitting Form 1716:

    • Click here to download Form 1716.
       
    • Step 1 of Form 1716: Fill out your name, address, license plate number, type of vehicle, etc.
       
    • Step 2 of Form 1716: Choose "Other" and fill in "Mo Bicycle & Pedestrian Fed" (this is pre-filled in the form if you download above)
       
    • Step 3 of Form 1716: Fill out your personalized plate letter/number choices and the make, model, and other info about your vehicle.
      • Besides the cool Bicycle Missouri design, these are personalized license plates.  The means you must choose your own personalized letter/number options in Step 3--the state can't issue these plates with standard license plate numbers.
         
      • If you already have a personalized license number you would like to transfer to these plates, you can do that.  Just create a statement on a separate piece of paper that says, "I currently have plate 0XYZ as a [whatever type of plate it is] plate and I will surrender that plate when I pick up my new 0XYZ Missouri Bicycle and Pedestrian Federation plate." Sign the statement and mail/email/fax it to us along with your Form 1716.
         
      • Carefully read the instructions about the number of characters allowed.  The bicycle design is considered an "emblem" so these instructions apply:
        • Personalized plates displaying an emblem may consist of no more than six characters or five characters plus a dash, a space, or an apostrophe.
        • Personalized plates displaying an emblem AND wheelchair symbol are limited to four characters or three characters plus a dash, a space, or an apostrophe.
        • Personalized motorcycle/motortricycle plates displaying an emblem may consist of no more than five characters or four characters plus a dash, space, or an apostrophe.
        • Personalized motorcycle/motortricycle plates displaying an emblem AND wheelchair symbol may consist of no more than three characters or two characters plus a dash, space, or an apostrophe.
           
      • Ahh, that step is sort of complicated.  Read it again, carefully, before making your plate choices.  Most people can choose six characters at most--and one of them (at most) can be a dash, space, or apostrophe.
         
      • You can check (but not reserve) for used & unused license plate combinations at this Department of Revenue web page.
        • Note that this page is designed for ordering 'standard personalized plates', whereas our plate is a 'specialty plate'.
        • That means that you can try out plate letter and number combinations on the page but you can't actually reserve them for our specialty plate from that page.
        • Be aware that personalized plates allow one more character than our specialty plates.  You'll be allowed one less character than the online web page shows.
        • Still, the page is very useful for checking whether or not your letter/number choices are already taken or not.
    • Step 4 of Form 1716:

    Send the Emblem Use Certificate and your completed Form 1716, along with the a check or money order payable to "Missouri Department of Revenue" for your $15 per year personalized plate fee to Missouri Department Of Revenue, Motor Vehicle Bureau, Personalized License Plate Section, PO Box 569, Jefferson City MO 65105-0569.  Once your form has been processed it is typically 4-6 weeks before you receive your plates.
