KMOX Radio covered the effort to support the Tour of Missouri:

Organizers of the Tour of Missouri bicycle race are seeking donations and asking people to register support for the 2010 race on a Web site. 

The race received state funding through last year. A proposed budget for the upcoming fiscal year includes $1 million for the 2010 event.
